Roger Larson earned an M.S. in civil engineering from the University of Minnesota in 1966 after graduating from South Dakota State College. Larson gave 41 years of service to the U.S. Department of Transportation’s Federal Highway Administration. He helped administer the federal and highway program in North Dakota and Minnesota for almost 20 years in planning, designing, construction and maintenance. In the 1970s, he participated on the policy and technical advisory committees for a dozen urban transportation planning studies in small urban areas of Minnesota. For 18 years, Larson was involved in pavement research, development and technology transfer activities. He initiated major concrete pavement design and rehabilitation research studies that have been incorporated into models used in developing countries around the world. He retired in 2002 as senior pavement engineer.
